I think it depends on the person. Heat is much worse for me, but I don't live in an area that gets real cold.

For me the heat, i get so fatigued and I cannot regulate my body temperature at all.
For me, it's both-heat takes me more than a few minutes to cool down, cold takes me at least 5-10 min. for my hands to warm up (the daily complaints in the winter from my mom are virtually insufferable that I have to counter with, 'so are yours!/I can say the same about your hands!/Look who's talking!').
Definitely the heat for me!
