I watched this fabulous almost one hour long lecture on MS spasticity that helped me really understand why too cold can be just as bad as too hot for people with MS especially if spasticity is one of your symptoms

Yes, my symptoms are usually worse in the winter months. January and February are the worst.

I have noticed less swelling now as it gets colder so that helps with my mobility. But I'm not sure which is worse

I don't know how the cold effects others, but, the lower the temp, the stiffer my legs get; I used to work out in the cold, thawing trucks air, fuel, and jump starting, doing all kinds of repairs: but luckily those days are over, they have the next generation to go out and take care of those little problems. The cold is worse for me than the summer heat!
