Hello Ann Burke. I have this problem and invested in a machine called Ellipse. It works the feet and ankles in a continuous motion up to a five mile per hour speed. This seems to really get the water off of the ankles and feet

I have had this in the past, and *still* get this IF I don't walk enough

IMO the key is to walk and exercise your legs and feet. Using "compression socks" will help, but walking and exercising is the key. When walking, pay attention to the "mechanics" of walking -- hitting on your "heel" and "rolling" the foot forward launching off the "ball" of your feet. This will help stretch things and help you retain proper walking.
