Have you had an xray of neck. That cervical vertebrae pain can radiate to other areas. I suggest seeing an orthropedist to help find the root cause of this. I am sure this is very depressing and counseling might help you to enjoy life more. PT might be needed but t you need root cause first. Someone mentioned water exercise that may help once you know root cause. Some places have pain clinics to find ways of treating chronic pain. I have Neuropathy and use water therapy and medical marijuana once it became legal here. I take it by prescription pill at lowest 5 mg thc dose to take the edge off. It also helps me sleep..
I strongly recommend core strengthening exercises and stretches/ yoga. It'd been 3 years since my last fall anytime I encountered snow or ice or uneven cement during a winter jog due to doing core strengthening exercises. If I had done those first;

So sorry there is nothing worse than constant pain .You are doing the best you can trying to solve the reason.I hope you get answers .
